William H. Smith enlisted in the U.S. Army on July 29, 1862. He was 26 years old and was born in Stockholm, New York. He was 5 feet 8 inches tall and had brown hair. On August 27, 1862, his company mustered in and he was listed as "present". He was captured in Fairmont, Virginia and paroled to Camp Parole in Annapolis, Maryland. He returned to duty on October 31, 1863.

The United States Army has named many of its posts after famous people. Fort Washington was named after George Washington, a former slave trader before the Civil War and the founder of the Ku Klux Klan. In 1941, Deputy Chief of Staff Maj. Gen. William L. Bryden approved the change. The change was the result of a lawsuit by the Chicago Defender, an African American newspaper. This lawsuit led to the renaming of the camp as Fort Andrew Jackson.
