According to the International City/County Management Association, two-thirds of responding cities elect councilmembers at large and receive four-year terms.

A city's city council consists of five to 51 members. Although there is no national average, councils vary in size. In some countries, councils are smaller than in others, but the size is still proportional to the population. The size of a city's council may reflect its complexity, workload, diversity, political dynamics, and preferences. However, the number of council members may be smaller than you think.
